CUBA REVIEW: On The Stubborn Gap Between Means And Ends

Perhaps the most vexing constant in U.S.-Cuba relations today is stubbornness with which both governments continue to make policy choices that run counter to stated objectives, market-tested solutions, public opinion and good old common sense.

This tendency dominated headlines over the past two weeks. The United States imposed new restrictions on people-to-people and cruise line travel to the island that are sure to cause more harm to independent entrepreneurs than to the Cuban government.

Meanwhile, Cuban officials started promoting diaspora direct investment for the first time, despite the fact that the government continues to drag its feet on legalizing the one sector that is most attractive to Cubans abroad: the country’s small and medium-sized private enterprises.
