Cuba Economic Review: A Proposal to Transform Cuba

by Ricardo Torres

In case you missed it, version 1 of our roadmap for transforming the Cuban economy was published last week in Spanish. Titled Cuba Transformación, the proposal was authored by economists Mauricio de Miranda, Pedro Monreal, Omar Everleny, Pavel Vidal, and yours truly. It is available for download at cubatransformacion.com. An English executive summary is also available on the site, and a full English translation of the 120-page report will be published next month.

This week’s Economic Review explores the Cuba Tranformación roadmap from several angles. In Deep compares it to the reform experiences of Vietnam and Eastern Europe, highlighting seven dimensions that make Cuba’s starting point exceptionally difficult. Quick Takes examines three notable developments from recent days: the latest numbers on Cuba’s shrinking Cuba’s population, driven largely by migration; the permanent exit of Meliá, Iberostar, and Barceló from the island’s tourism sector; and the vanishing of Cuba’s medical mission in Venezuela following Maduro’s fall. Recommended Readings plugs—what else?—the full Cuba Transformación document, its three-phase roadmap, and essential conditions for its success.
