Cuba Transformación offers a diagnosis of the country’s structural crisis and proposes a path toward its stabilization, recovery, and development.
The Cuba Transformación proposal, announced on June 22, 2026, is the joint work of Cuban economists Mauricio de Miranda Parrondo, Pedro Monreal González, Omar Everleny Pérez Villanueva, Ricardo Torres Pérez, and Pavel Vidal Alejandro. Our purpose is to offer technically rigorous ideas, open to public debate and aimed at exploring realistic alternatives to the deep crisis Cuba faces. We seek to help lay the foundation for a sustainable economic recovery that improves the well-being of the population and expands its freedoms.
This proposal does not claim to be a foolproof plan or to offer magic solutions. Instead, it presents a coherent, realistic, and flexible analytical framework that can help stabilize the economy, restore growth, and build a better future for Cubans. We start from the conviction that there is no single correct answer. We therefore hope this document will serve as the starting point for a broad, pluralistic, and responsible discussion about Cuba’s economic future.
This is a first version. We will publish successive revisions that incorporate the criticism, comments, and suggestions we receive. In that spirit, we invite the academic community, professionals, technical experts, and Cuban society at large to read, evaluate, and enrich this proposal. Your participation is essential to strengthen it with new evidence, different perspectives, and constructive debate.
Cuba Transformación is an initiative supported by institutions such as the Cuba Study Group and the Observatory on the Cuban Economy. The economists retain full editorial independence over their work.
The full Spanish-language version of the document is available now. The English-language version will be released in September. To read the report and its executive summary, visit: cubastransformacion.com
